Do prison vans have to have a coif and are run under PSV rules. These are now run by private companies and are doing hire & reward even if the passengers dont want go. |

I should hope so....or they the Unlicensed driver will be thrown in the back of their own Black Mariah and taken off to jail.....and the unlicenced Driver that takes him should be taken to Jail too....this should perpetuate Infinitum until only PSV drivers remain free to live unhindered and roam free on the vast open plains of Britain. |

These are now run by private companies and are doing hire & reward even if the passengers dont want go. I've never seen a disc in the window, and TBH I doubt the drivers are PSV. I think they must have some sort of exemption. |

The vans are not PSV, they do not meet COIF, not a lot of point in having an EMERGENCY exit  that must be able to be opened from inside or outside at any time on a prison van 
The passenger  does not have a "right" to be carried , much the same way as an ambulance (that is also paid for by government).
Although might be an idea for SELF DRIVE prison vans

But that's not in any act, albeit maybe the DDA, but taking folks from A to B for gain is, and that's what the folks do driving the prison vans.

Sorry Sussex, thought we were talking about PSV in relation to prison vans, taken from booklet PSV437: 2 WHAT IS HIRE OR REWARD? Hire or reward is any sort of payment which gives a person a right to be carried on a vehicle regardless of whether a profit is made or not. The payment may be made by the person himself, or on his behalf and may be a direct payment (such as a fare or other payment made directly in respect of the journey) or an indirect payment (such as a membership subscription to a club, payment for a bed in a hotel, school fees or payment for concert tickets). Although such indirect payments are usually made in respect of other services (rather than for transport) they are nonetheless viewed by the courts as hire or reward because anyone who had not made the payment would have no right to be carried. |

Interesting but surely having a right means you can't be refused access, and I'm pretty certain if a PSV driver doesn't want an iffy mush in his motor, then he doesn't have to.
