If you expect rigorous unmet demand surveys that meet Scottish Government 'best practice' you will be disappointed by Renfrewshire Council's 'in house' surveys, carried out annually between the external Fraser of Allander Institute ones (every 5 years, next one due in August)

I don't think that would stand up as evidence of no SUD in court.
I take it nobody has taken them to court?
