before i stick my head over the parapet/trench have you had a receipt for payments made to councils for fees?

ive paid £245 and had no invoice/receipt to put through my books, and then theres the vat issue....

you should all ways get a recipt. if want a new rate sheet (cost £1.00) i have to wait longer so i can have recipt. they wont sell me one uless i get a recipt

You will get a receipt.....it's just they are a bit slow sending them out sometimes, but just try sending your fees in a bit late! :roll:

my receipt is there waiting for when they issue my badge, well all i hope is it starts (the badge) from date of issue, cos ive waited 2 months already and im not getting any younger..... :cry:

a rate sheet should be in the public domain and available off the councils website...free

you can print a copy of the rate sheet off. but i was on about for example the clear ones for the windows. i was using the rate sheet as an example

good question

if the authority is vat regd (and youd have to assume they would be to claim back all their output vat) then they cant charge you WITHOUT adding vat, unless badge/plate fees are vat exempt, which i cant see HMRC allowing

my driver application clearly has stated "medical - £95.52 + £16.68 vat"

if im being charged vat its illegal NOT to issue a vat receipt if i ask for one


the theory+knowledge test was £25 (no mention of vat), 10 of us, thats £250 with 1 council guy for the hour, dont tell me there was no profit in that?

1 test day a month = £3000 a year.....

i had an "official reciept" for my badge fee

£248

its not an invoice, but it does carry the councils vat number

as far as im concerned thats £211.07 plus £36.93 vat, so im claiming the vat back....

The answer to the question seems to be that services for which a council doesn't charge is regarded as 'non-business' and therefore outside the scope of VAT.

Even where a charge is applied (as is the case for taxi/PH licensing) it can still be treated as non-business if it's done under a specific legal regime applicable only to councils and doesn't significantly distort competition with other bodies.

roughly translated as:-

"we are a council and aim to keep hold of any vat paid to us.."

ill put it thru my way and de-register quick before taking any fares....
