It would appear so if this article from the Evening Times is correct.

It's always been the same way.
Mind you, I don't see £150 breaking the bank for any viable radio base.
If it gets rid of the scumbags, why not?

But if you run Just 2 Vehicles who the hell can afford to staff the Radio Base. not me thats for sure.

Is anyone saying you have to?

For small firms down here they don't have to have fully staffed offices.
