Anyone know how to adjust the scroll bar width on a Windows 7 set-up?

I've looked everywhere & can't find the desktop set-up windows I had on XP & 2000.

I can't believe thay have done away with that feature.

When I googled it this is what came up, not sure if it's any help tho.
