It depends on which city Uber is operating, in certain cities, it may be legal.
With Hailo in a taxi, the driver starts the meter as usual upon arrival at the pick up, and at the end of the journey, enters the amount in their app, to ensure Hailo gets their commission (if the customer pays cash), or the customer is correctly charged on their card.
If the Hailo is PH (in London, as far as I know), then the app (on the driver's device) calculates the distance travelled, and the fare is worked by the distance only.
