Worth pointing out that dual sim phones wont auto switch from sim one to sim two for data. Its a manually process to swap the modem over therefore in practical terms it offers no real benefit as you would need to bring all the cars in to change it, then potentially change it back again.

Test different networks sims then make a decision based on the device you are using and the coverage, Personally Id avoid EE if using 2G devices, they seem to be plowing more and more money into 4G and beyond and forgetting about m2m completely. I dont think they will drop the frequency but it wont be supported in the same way.

Flipping form one sim to another can be tricky with some devices while with others it’s quite simple but providing there are instruction for how to do it in the office, pretty much anyone can do it. The latest versions of Android apparently has api’s that should allow for remote sim switching in the event of data loss so that’d be an ideal solution.

As for EE; well I thought exactly the same but the results of a weeks testing shows it to be perfect with not a single missed transmission and the least amount of signal lag. Clearly they’ve moved some 2G masts over to 4G but the remaining masts are carrying less traffic and so can then have their power turned up a bit to cover a larger area. There are apparently more M2M sims out there using the 2G network than the whole of 3 and 4G combined so they can’t just turn it off or cock it up too much. Well that’s the theory anyway.
