No problem with that Andy7 - they're churning plenty of under-qualified people out of UK universities at the moment to do these very jobs!!
But you point about the many tiers of Govt is a good one - as if we didn't have enough already!
When the politicians are like cat and dog over things like the make up of the House of Lords and these new English assemblies, it makes you wonder - I would imagine the average councillor gets around 10% of the local electorate to vote for him/her, for example, hardly a ringing endorsement of that person, or for government generally.
And they want more???
