Hmm. So we will have:

a European Federal-type legislature

a National Federal legislature

a regional government

a County or "unified" government

a district council government

a local council government

and of course, all their respective government departments.

The point I was trying to make is that unless each tier of govt has the same powers then the West Lothian question will always arise.

To that extent the regional assemblies in England will alleviate the question, but not eradicate it, unless they have identical powers to the Scottish Parliament or the Welsh Assembly, but since the latter two don't even have identical powers then it won't happen without radical reform.

No problem with that Andy7 - they're churning plenty of under-qualified people out of UK universities at the moment to do these very jobs!!

But you point about the many tiers of Govt is a good one - as if we didn't have enough already!

When the politicians are like cat and dog over things like the make up of the House of Lords and these new English assemblies, it makes you wonder - I would imagine the average councillor gets around 10% of the local electorate to vote for him/her, for example, hardly a ringing endorsement of that person, or for government generally.

And they want more???
