One problem, is that legislation entices one to hang on to old buses, as they do not need to conform to more modern legislation such as seat belts, DDA, emissions, brake force, seat pitch and stresses, etc etc etc...
Again, legislation mitigates against common sense.

the reason why companies stick to buses, is to stop compeditors getting into the market cheaply, and we will be doing the same with wavs soon.
as they retire they are canibalised to keep the others going.
when you come here I will gladly fix up a discussion with our largest bus compasnies M.D, who will explain his companies strategy.
some companies within his group run new busses, the old ones are sold to other companies within the group, mainly in areas where mechanics are plentiful, like here.
if we dont follow this we will be like Gatehead
