Methinks you have that the wrong way around Andy.

All WAVs, will be the savior of the PH trade, not the Hackney trade.

If the OFT report became law, it would lead to there being no need to license as a PH.

Unless.........

It was an all WAV town, when people would still keep PH going.

The funny thing is that having mandatory WAVs, could be the saviour of the HC trade, following de-limitation. So those that say it would be such a bad thing, will in a few years time, be saying that it is such a good thing. Mark my words.
