what car+engine is it?

some Fords have tickover controlled by the ECU - some on downshifting, the tourneo i had raised the tickover when reverse was engaged

i doubt its the voltage LEVEL, more likely the ECU and/or a sensor

change the fuel filter first (get a good one)

Rev the idle speed up and if it still does it I'd guess it's the alternator or battery.

Check the battery terminals and the engine/body earth straps.

with the engine ticking over, put a voltmeter across the battery terminals and see what the voltage does when the hazrds are switched on.

Could still be a dud one. Drop a tester onto your battery and see how much juice is being pumped into it.

Will we ever know ?
Would be nice when people have problems to let us know what the solution/outcome is for future reference.
