Hi i am the owner of 2 hackney cabs, I have had a metal partition cage on my cabs for roughly 15 years , however my cabs were inspected by the local licences officers, and was told to remove them or have my licence revoked. Also when they inspected one of my cabs which had passed its mot 3 weeks earlier the told me to replace brake pipes, shock absorbers etc. which did not need replacing, they have no mechanical qualifications. Are they allowed to do this ? Any advise thanks. tommis |

What does it say in the vehicle coditions about screens in your area? Do you think brake pipes and shock absobers need replacing? You could ask your own garage for an opinion, It would help to know where you are. |

Regarding the screen, it does not stipulate here. I have always wondered if a passenger not wearing a seatbelt might come through a metal grid like chips, if you slam the brakes on hard enough. |

Quote: Hi i am the owner of 2 hackney cabs, I have had a metal partition cage on my cabs for roughly 15 years , however my cabs were inspected by the local licences officers, and was told to remove them or have my licence revoked An application should have been made by yourself or another trade member or group when they were first fitted, to the licencing committee or licencing officer if he has been given the power to deal with these matters, but since you have had them in for 15 years and they have been passed each year on inspection, I would argue their right to have them removed. and ask what their reasons were for wanting them removed ,I take it they were fitted for the drivers' safety and protection and to enable hearing impaired members of the disabled group to communicate better with the driver. Make an application to the licencing committee to have them fitted if you get no common sense out of the licencing office. |

Any advise thanks. tommis A licencing officer has the authority to inspect your vehicle under the council's compliance side of the test which would normally be brake lights, tyres and the general condition of the vehicle {paintwork, seats, carpets etc}, but as to the MOT side, if he thinks the vehicle is in a dangerous condition he can require it to have another MOT. Even if he was a qualified MOT tester he would need to do the inspection at an approved MOT station. Assuming he is not an MOTapproved inspector, he would not have the power to certify that the work he had requested you to do, had been done in a safe and competent manner, meaning that the vehicle was safe to be used on the road. |
