Its been said you operate in Scotland if that is the case then the questionnaire doesn't apply to you so your initial comment is most curious.

In England and Wales, hackney drivers can charge what they like below the metered fare, therefore there is no difference between hack and private hire in that respect. Under a new act and under a similar system as is applied today in England and Wales you would also be able to charge what you like as long as it wasn't more than the prescribed fare. There is every possibility that in a new act fares might not be regulated by the commissioner in which case that would mean you set your own tariff.

Many areas in England and Wales have dual licensing and under a one tier system you would only need to purchase one license.
