Saturday night and licencing enforcement are out and about - not a problem, but part of the conversation goes like this.

L.O - I bet you will be glad when a certain part of Town is bocked off to stop the Private Hire boys gathering/ranking.

Me - I thought that it was the job of the L.O to stop that?

L.O - no it is the case of the police not doing their job, they should be doing it!

So! whose job is it?

It should be the LOs.

I would imagine the police have got enough on their hands with the pi** heads.

Not saying the police should ignore the bad guys, but it should be the LOs to deal with in the first instance.

The police are empowered to enforce the law and prevent "any unlawful activity," therefore one assumes that if any unlawful activity was taking place then it comes within their jurisdiction. That is not to say that licensing enforcement officers cannot enforce licensing regulations or suspected breaches.

Presuming that the area to be blocked of has restricted traffic signs... Then it remains the responsibility of the local plod.
Any car not qualifying to pass through (ie. PSV or local hackney) is in breach:
failure to comply with a road traffic direction

LO's are only able to enforce licensing regulations (ie. flagging)

But at least they 'THINK' they're important........ .........

Does that Mean a PH couldnt pick up?

In Northampton, PH are givn a right of passage after 23h00. And actually, local Police turn a blind eye most of the time. Then a couple of times each year they man the bus lanes and refuse entry to PH.
So to answer, No. PH can't collect or drop in restricted roads.

Are the other lot (taxis ) allowed free access?

yes, local hackney are classed as public service vehicles, same as buses & emergency vehicles.

some councils (but not all) will also allow out of area hackneys.

You need to get an association/union, of your choice, to help you and your colleagues to fight that.
