I suspect LTI are doing their best to ignore any claims for loss of earning etc etc.
If I was in your colleagues position I would get together, compile their claims, write a letter to LTI giving them two weeks to pay the bill, and then take them to the small claims court when they ignore your letters.
Otherwise this is going to drag on for many many many months.
