is it legal for a borough private hire to go into a nearby city pick up a booking in the city and drop the fare the fare in the same city

Yes.

A Portsmouth PH can do a pre-booked job from Manchester to Manchester, if he wants. Provided the operator, the vehicle and the driver are fully licensed by Portsmouth City Council.
