A punter can phone up a PH operator from anywhere he wants.....but the only person who can accpet a booking is a PH operator.

If your suggesting there is a loophole....I will, with others, take great pleasure in filling it in.

The original quote request (not booking) came to me

I may choose to advise the customer to book an out of area PH operator so long as I dont book the PHV....

its in Adler vs Cohen 1956

BTW, if its illegal, are the website and customer guilty of procurement?
