Yes it does but you have to admit that getting the process right is the main priority. Zoning will give these authorities the time they need to get it right. It may be the case that they end up with only two or three zones but a working solution is what matters.

As part of the new Cheshire West and Chester authority we have just received info regarding this

Hackney Zones

"To allow the new authority time to determine its Hackney policy, from 01/04.09 Hackney Zones will be in place. These zones will reflect the boundaries of the three existing districts. This means that any hackney vehicle licensed by Ellesmere Port and Neston will continue to work under the current Ellesmere Port & Neston conditions and byelaws and would be limited to operating in Ellesmere Port & Neston district. Vale Royal hackneys under their current conditions and districts and Chester Hackneys theirs. Any new hackney vehicle applicants after the 01/04/09 would have to indicate which zone they would like to apply for and be limited by that zones conditions, policies and boundaries."

It doesn't surprise me in the least, it is the most logical way of doing things at this moment in time. Elementary I would have thought.
