Dundee city council have given there response on the DFT report on the access to taxis. They had decided not to make all taxis 100% wheelchair and are going to wait for government regulations .The have said that any action taken without government regulations would lead to court action some thing they would like to avoid.

I've had a letter via my MP from the council. They say they will not introduce 100% WAV all the time they can avoid it. They justify thhis following local consultation whereby many disabled groups objected to 100% WAV.

The MP has said he will write to me again when he receives a reply from the minister.

Watford Borough Council urge Government for legislation over disabled access to taxis

Watford Borough Council has told the Government that new legislation is the “only way” to improve access to taxis for disabled people. The Department of Transport (DoT) began a consultation with local authorities earlier this year, following a number of failed efforts due to the “challenges and potential costs” involved in designing and manufacturing a taxi that would meet the needs of the majority of disabled people.

In a written response to the DoT consultation, Licensing Manager Jeffrey Lieb said that without some form of direction, improvements such as ramps, swivel seats and visual aids would only be made available to the industry if they were “likely to make a profit”.

He added: “The only way to ensure effective and consistent change across the country is through the introduction of legislation to promote vehicle standards and the duties of drivers under the Disability Discrimination Act 1995.”

Councillor George Derbyshire, speaking at Monday night's Licensing Committee meeting, said: “Unless there's a positive lead from the Government, which maybe forces or encourages more taxis to have accessible vehicles, because of the cost of it it's not going to happen of it's own accord.”

Other councillors praised taxi drivers for their positive attitude when helping disabled passengers around Watford.

So, the councils are split, the trade is split, even the users are split. The conclusions, when they are published, are going to make very interesting reading. Anyone taking bets on which way the government go?

They will define the difference between rural and urban, rural will get away with swivel seats in hackneys, urban will be 100 WAV hackneys.

Taxi rank design could also assist disabled passengers, says the response. A national standard (either by regulation or otherwise) could be developed. Regulations could require each taxi rank capable of holding more than three taxis to make the first two spaces available to accessible vehicles only.

That will be very popular, and conducive to trade harmony. ](*,)

I agree, if WAVs are allowed front of the queue all the time then they will be picking up able-bodied folks and whizzing off.

But how are they actually going to get to the front? Is there anyone out there who thinks the existing saloon taxi trade are going to make it easy?
