Why would anyone want to change a Hack plate for a PH one?

Charge what he likes.

That would depend if he works as a PH operator/driver or just on a PH system wouldn't it

Probably. I can't think why else he would want to change, unless he's been told to buy a WAV?

I think he knows what he is doing and it is a classic case of having the cake and eating it.

In a nutshell the guy wants the benefit of being P.H i.e a higher tariff, and then having the option of operating like a "Hackney"

can you substantiate that claim please?

(i.e. PH charge more than HC)

When the office work dries i.e early hours of the morning, then I have no doubt that he will be out flimping cos he looks like a H.C. He will be operating like a H.C and charging unsuspecting punters the P.H meter rate

£750 for a car, allow for it being an estate iirc and £900 should see it right, lot less than 5k and removabke eventually so the car stays original colour underneath.

This would be a good idea for those owners in areas where the council have draft rules like in Brighton for example where they have to have blue bonnets and i think doors as well
