Stop being derogatory to charlie divots as we call her when I was in the army,- there wasn't a sound to be heard when ground force was on especially when the camera zoomed into her divots

That thing looks like a mafia special the horses head on the pillow

This has been available to Hackneys since The Transport Act 1985 was enacted & never took off to my knowledge. Perhaps it might have in one or two rural areas.

So I think you're a good judge & I can't see it taking off for PHVs either.

I suggest you think about a PHV getting a route authorised by the traffic commissioners.

I suggest you think about that PHV being outside of the scope of licensing whilst it is used as a bus.

I suggest you think about what the PHV will do in respect of bus passes.

I suggest you think what the PH will reclaim in terms of the fuel subsidy.

Except for the obvious support she implied that Charlie neglected to use

Trevor Jones (Sefton)

I have been listening to what you have been saying about the private hire taxi bus or not taxi bus, whichever you want to speak of it. So the idea is to set it up so that private hire can do a route, so it can go down the route picking up. But once it is doing that route it has got a sign on it saying it is a bus, so once it has got a sign on it saying it is a bus it is then out of the authority of the local licensing officers right? So it then becomes under VOSA, right? So if you get some smart person who decides that, ok we will do the route and then hang on, there is a fare over there, I will pick up a flag or do this that and the other, you now have taken it out of the jurisdiction of the licensing officers to be able to deal with that as an offence, hasn’t it?

Paul Lawry

Yes but……

Trevor Jones (Sefton)

It seems as though you have given the private hire a licence to pick up off the streets?

Paul Lawry

It is no different to how the taxis operate at the moment. Taxi buses should run exactly the same way.

Trevor Jones (Sefton)

Well you have got clear legislation it’s called the 1976 Miscellaneous Act that tells private hire they cant pick up off the road. But they don’t take any notice of it. How you going to give them, you are going to end up with wars going on here.

Paul Lawry

I don’t think so, Trevor.

Trevor Jones (Sefton)

Oh you may not think so but I tell you what, I would like to have a little bet with you.

Paul Lawry

Lets introduce it and then see how it works and then we can review from there on.
