There are plenty of vehicles that have partitions in, and I suggest you buy one of those.

As for your question I would say using a London type cab as a PH is illegal.

one main reason i thought it could be possible is in my LA there r guys driving around in the peugeot expert euro style taxis minus the roof sign/light as PH so why not a tx4 minus the roof light sign

Just because you can, doesn't mean you should.
TX vehicles get crappy mileage and are high maintenance.

If it's just the security screen you want, you can have one fitted to most minibus type vehicles and spend a lot less dough.
