As far as I am aware the meter is supposed to start when the journey begins. If you start the meter before that time then the disabled punter is being charged more than an able bodied punter and as such I believe this is against the DDA.

If you have a supermarket job do you put the meter on before or after you load the shopping?

After, because as far as I am aware the meter is supposed to start when the journey begins.

So that portion of the work you do for free?

Does an ambulance driver get pay docked when he is loading a wheelchair passenger?

Meter starts when you are hired.

If you load a passenger before you are hired, will they be covered by your insurance?

The Minister told Naleo's Conference last week that the meter should only go on once the WAV punter was loaded and ready to go, not when you pull up.

I think he is wrong, and the meter should go on just before you get out of the cab to get the ramps ready.

Who's right?

That's strange!!

Because the Minister did not attend, as there was a big announcemnt in Parliament that day.

And that's why I never went because there was no point with him not attending.

But my mate Ron went & reported back.

And the Stockton on Tees case presented by Brian with a Y apparently received no comments at all.

I always put the meter on when i have made contact, or at the book time.
Put it this way.Picking up from a pub, you are not going to sit outside waiting for the customer to finsh off his /hers pint, then you put the meter on when the person gets in the vehicle, are you

You cannot do another job between waiting for the joe public to enter the vehicle, can you

Here is a link to our council handbook.

Section 2.2 paragraph 8 at the top of page 6 shows what our council say.

That's unenforceable.

It's a condition on a Hackney Carriage driver & HC drivers are governed with Bye-laws & not conditions.

I think we all know that we are only legally able to charge when the vehicle sets off!

Since when?

So if you get called out to a pick up & they keep you waiting for 25 minutes they get that free do they?

Waiting time is for the time you are working but not moving.

That includes loading a WAV punter.

But that would mean charging a disabled punter more than an ablebodied punter for the same journey.

No it would not!!!

You are working!!!

You are loading the passenger; you are working!!!

You should get paid for your work; everybody else does.

Where's the legislation that says you can't charge for when you are working?

All you have is a DRC document that says that a taxi driver should load the passenger for FREE!!

That's not legislation!!

Same old story.

People think they hire a taxi.

They don't!!

They hire a taxi driver.

He's the one that gets paid, not the taxi.

You have gone off track! We are talking about wheelchairs etc and that is totally different. If you are called to a wheelchair job and shall we say it is for 10.00 am and the person does not appear after shall we say 5 mins then you put the meter on and the same for an able bodied person who has a problem finishing their drink, having said that I have driven away from a (drink) job rather than let them p!ss me off.

I thought that we were discussing someone who is ready on time, and that most drivers including myself are a bit miffed that we are not being paid for our time. Down here it states that you start the meter when your wheels are rolling, I do not agree with it, but there you go. The downside is as already stated, is that people who need WAVs at very busy times have great difficulty in getting a lift..............I wonder why.

So we now agree that the meter can go on for a WAV job before the WAV is loaded & all we are now arguing about is the degree of time before the meter is switched on.

And yes they do wonder why they can't get cabs!!

And in Brum that applies in quiet times too.

As for pub jobs; if they ain't outside when I arrive, they call again & get refused because they weren't ready the first time.

I have never had that situation. After 5 minutes I would be gone!

That's the point I'm making; it's all about degrees of time.

Although I personally agree with that, again they are conditions of licence on a HC driver & there is no such thing in law.

Therefore those conditions are not enforceable; they must be bye-laws.
