I think this "bidding" to host tournements should be ended forthwith. There is absolutly no need for it at all. What is wrong with either having a rota for such things or interested countries simply having their names put in the hat and one picked from it.
For the Olympic games I think there is some merit in them always being hosted in the same place, Athens.

a simple lottery/ball draw with all interested parties included


i do the same each month with my bills, ive warned em that red letters get em excluded from next months draw...
