Right Mick your postings have now got to that point I must pose some questions.
1, is there ever a justification for issuing new plates?
Calderdale council came into being in 1975
in 30 years they have never issued a single motorised Hackney license.
2, If the answer is yes how and to whom should they be issued?
3, are the needs of the public to be taken into account?
4, what is the function in your view of private hire.
Look at all those authorities with high plate values Calderdale is the highest and you will see the shortage is due to the high premium?
yet that is the sole criterion the council is not entitled to take into account.
proper development and change in the trade to reflect changing passengrer need cannot be undertaken if we follow your guidelines
and that is patiently clear.
