Dear Mr
Congestion Charging - Exemptions
Thanks for your online enquiry received 17 February 2011 about exemption
of your vehicle.
I'm writing to inform you that black cabs and minicabs licensed with
Taxi and Private Hire (TPH) are automatically exempt from Congestion
Charge and don't require payment to travel into the Zone.
To find out whether you particular vehicle is exempt from Congestion
Charge, I would kindly advise you to contact the call centre to advise
of your Vehicle Registration Mark (number plate).
If you have any questions, please contact the call centre on 0845 900
1234 (or Textphone 0207 649 9123 if you have impaired hearing), or visit
the website at www.cclondon.com.
Yours sincerely
Charlotte Arden

It does not say "London Cabs" only, it states "Black cabs & P.H". On the basis that BC & PH are all round the country, then I feel that there is an argument for dispensation and all should be allowable.

Taxi and Private Hire (TPH) is what the Public Carriage Office (PCO) are now called.

Taxi and Private Hire (TPH) is the name for TFL.......I think they are saying licensed with Taxi and Private Hire (TPH). Which makes them London licensed vehicles only.

Thus guaranteed to cause confusion with the provincial trade.

I see a vehicle with 9 or more seats qualifies for a 100% reduction...thats an odd number..had it been intended to help Minibus type vehicles it would 10 seats including drivers.

Who exactly pulls such random numbers from the hat?

Of course the 9 seats includes the driver so that meant that my limos were exempt from the charge.
