8,000,000 people in London?

25,000 black taxis, so that's 1/320.

However, you got the yellow badge suburban drivers can only ply for hire in their sector, and the green all-London badge holders to consider.

About 40,000 private hire (I think?), so 1/200.

So why do you include the number of PH when it suits, and ignore it when it doesn't?

Dundee doesn't have many PH, so you can't compare it to other places where the PH fleet is vastly bigger than the HC one.

Oxford 107 taxis and 149,000 population, and one of the biggest tourist spots in the UK.

A ratio of 1/1392

Or Aylesbury Vale with a population of 165,000 and 57 taxis.

A ratio of 1/2894.

I think Oxford's are in excess of £100,000.

And Aylesbury Vale around (didn't someone say) £80,000.
