I don't think the council has to issue an MOT, even if they could, but the testing garage can issue one. Sometimes for nothing, other times for up to the full price.

So a Taxi does not need an MOT??

That would depend on your council rules. My council require an MOT.

Indeed, same for PH as well.

But I thought the Government would demand all vehicles are MOT'd

You thought wrong. Lots of councils have a compliance test for taxis and private hire without the need for a seperate MOT.

Sorry, I meant if the council IS the testing garage/MOT centre. You're already paying for the compliance test which is in effect a mini MOT, so by paying a little extra you get an MOT certificate as well. Thought I'd seen this mentioned on here before, I may be wrong though.

The complience test is usually more stringent than the MOT.

You are not wrong.

If drivers ask they will be entitled to an MOT. Sometimes they pay nothing sometimes the full amount.

Mainly used when drivers are considering changing motors.

every vehicle over 3 years of age require a TEST, and it would have to be logged into the VOSA database when tested (costs the garage £2) for its alloted 45 minute test "slot"

the only difference is that the traditional A4 certificate is replaced by the CofC

CoCs aren't logged.

So you can have 10 year old taxi/PH that have never had their mileage properly logged.
