ive been told that Arrow will have allocated spaces at each terminal to park on to pick up and also allocated spaces to drop off, and there will be prebooking points at each of the three terminals. This is not official but this is what ive been told when i asked at the airport.

The Manchester Hackneys should take this up with their licensing authority, under LG(MP)A 1976 s 56(1) which states that the contract has to be between the customer and the operator even when using a independent third party. Under his terms and conditions, all private hire vehicles working for him are working illegally, passing the book on to drivers means they are not working under any operators licence and a PH can only take a booking from a licensed operator.

If he is to have an office in all 3 terminals he should also have 3 operators licences. This also gets Arrow around the argument of private hire ranking up outside the terminal as they would be seen to be outside their base.

As for how the drivers are paid, he takes the payment up front, the driver does not take any payment fron the customer for the journey booked with Arrow. What does happen is when a customer wants to make a slight detour from their previos destination, the driver refuses to take them unless they pay more cash even if the destination is nearer.

Don't under estimate this man, he is a business man, he will not just be looking at the airport business, he will be canvassing all the big accounts in Manchester, Stockport ect. It's not just what you will loose going out of the airport but also what you start loosing going back.

All passengers go to the Arrow booking office to make their bookings, the staff are trained to ask if they would like to make their return booking at the same time as making their outwood booking. He also gets to know where the big accounts are by where his cars are dropping people off on a regular basis.

All I can say is good luck to the hackney trade, the next time the tender is due he will know exactly what the airport is worth to him as it is all computerised unlike the hacks who work on an individual basis so don't know the exact worth of the airport tender. If he doesn't make enough from it he will just up the fares untill he does.

Don't forget that they will also have someone in each terminal looking at drivers picking up to see which company the punter works for and they will phone that company and try to pinch that work as well. So it is best to either use the actual persons name or your own firms name on your boards.

What's stopping the Hacks ranking up outside on Arrows allocated parking space??

In full view of the public?? Somehow I don't think so.[/quote. Well that's pretty obvious but Leeds Bradford airport has only one road leading in and out (whitehouse lane) and when the word is out and our presence is felt what will the contract/ tender be worth then to Mr Arrow?

If it is a public place such as airports, then they are not allowed to rank even if it is private lane. If they have a licenced office in the airport terminal then they have returned and parked outside their base.

As i said before here at blackpool airport we have a ph company(no hackneys !)who rank/park up right outside the doors of the airport.I have to go in the short term car park if i want to pick up.But believe me if theres a job coming out and im there its mine private land or not....

I've not really followed the 2 Man. Air. threads closely, but are you involved with Arrow Cars in some capacity? It certainly looks like it to, an outsider, like me.
