That's not how I read it.

It appears to apply to every licensed vehicle and driver in London.

The statement at the top of this topic does state all newly plated vehicles and all new drivers. It doesn't mention existing vehicles and drivers, well that is how I read it.

Where does it state that the rolling age limits and eco-driving training will only be for new vehicles and drivers?

That'd be a complete waste of time....as soon as theyve got their eco driving bit of paper theyed just resort to form because time is money to them..Doh!!!

Ohhhh..it'll be about half a rain forest of trees to create the paper for the task...that'll increase C02 emissions by around 15% in Brazil, but hey ho...it aint gonna affect london is it :roll:
