Since when and under which legislation?

Don't all, if not most, of the taxi/PH acts say something like approved council officer or police?

The LG(MP) Act 1976 uses the phrase, 'authorised officer'.

But for an offence under the Criminal Justice and Public Order Act 1994?

I would have thought that a police constable would have to do the arresting anyway.
