hi does anyone have any info on a council refusing to allow a non badge holding propriotor to licence vehicles subject to a comittee hearing the guy in question is basically running a taxi hire firm

A vehicle proprietor has to be deemed by the council as 'fit and proper', if the council view him as not being 'fit and proper' he can't be a vehicle proprietor.

A common, recent, reason being drug dealers buying up plates.

I think in areas that don't have plate premiums it doesn't really matter, as someone else can license the vehicle, but in areas with plate premiums it's a little bit more tasty.

Do you have any idea why the council currently view him as not being 'fit and proper'?
