Our LA has introduced a new temporary plate (duration one month) to identify vehicles that are being used whilst your own is "off the road" or has had an advisory for cosmetic or mechanical reasons*.
*When the car is hackneyed the examiner will point out faults and issue an advisory. The LA will then has the option of issuing a full 6 month plate or a temporary one to allow you 30 days to rectify the problem and resubmit to the licensing dept for inspection. If all ok a plate for the remaining 5 months will be issued. Not sure what sanction if it isn't to their satisfaction. (Possibly another hackney @ £62)

BTW at present Taxi plates are white with a
blue surround, PHV are white with
yellow. The new plates will be
red with a band across the number in blue or yellow. No confusuion there, then
