It's happened over the last 15 years, a guy arrived on the scene and was taking over the payments of cars that drivers no longer wanted, he went to the wall because although he had the ideas he was a lousy businessman who eventually ended up with a fleet that wasn't paying in due to his manager letting them off each week with hard luck stories, anyway as he left a couple of lads formed a partnership and grew, this inspired others to do the same and we are now plagued with them going to eastern Europe to recruit, the life expectancy of these recruits is 14 days before they work it out and return home, by which time the Barons have recruited more drivers to go through the mill of lies, one was actually convicted of human trading and did time, this one is of Asian descent and guess who he was trading and from where can't you, and they weren't cabbies he was trading either, yet his fleet remains because like all clever folk he found a way around it, and the council couldn't face the loss of 150 renewals each year and were frightened to act in case the card was pulled on them, I know the LO's would have no problem removing him, but upstairs it's political and ultimately it's upstairs who gets their way.
Since the boom in drivers, the PH car count has gone from 200 to 999, with 2500 badge holders to drive them, this is a perfect model to me of what would happen if the area became a free for all, and the end result is the customer gets a car quicker, but it's not a safe car, the driver will be hammering it to get to the next job all the time and customer care will/has become a Dodo, yes I said Dodo
