Depends what procedures and accounts your council actually uses. Perhaps the income is split into different accounts at a stage further down the line.

Often a miscellaneous account will just be used for something that doesn't have its own category, but at a different stage in the process it will be split into the appropriate accounts, particularly if the department is dealing with several different licensing functions or indeed other council departments, as is more likely to be the case with smaller councils.

But who knows? It's just part of the wider problem of comparing what happens in several hundred different councils - each one has its own way of doing things.

Maybe they are cocking thing up, but I wouldn't jump to conclusions.

When it comes to acting within the law, in relation to taxi/PH licensing fees, I doubt more than 10% of councils are doing it right.

Only using taxi/PH licensing fee money for the taxi/PH licensing function.

Only covering the cost of processing driver's licenses.

Both the above happen very rarely.

Indeed, although for the avoidance of doubt I was alluding to accounting procedures rather the legality of the system in a wider sense, although clearly the two are not unrelated. #-o

I've found a nice little site that allows you to make FOI requests as easy as writing an e-mail ;

whatdotheyknow.com

Should be easy enough to fire off a request to your LA asking for a breakdown of the costs incurred in issuing a licence and then decide if they are reasonable. You can also browse all the other FOI requests made to LA's along with the responses.
