As for the plate, damn, everyone knows its a mere permit, indeed anyone on here will tell you if a council so wish they can actually take THEIR permit from you if they think your not fit and proper even after you may have spent thousands for it.
By the same accord you could always buy and sell council issued parking permits (now theres an idea).
Permits do change hands for vast amounts of money, whether or not this is bad for the public is the only issue we all seem to disagree on (except jimbo)

1) No one controls plate values. Market forces do.
2) To your everyday owner/driver, plate values are irrelevant. Disscussions amongst working O.D's may be how did you do last night?
Not my plates worth 50K, you know.
3) The only time a driver will be concerned for the value of a plate is at the beginning of his time in the trade, when he's a plate buyer, and when he's had enough and wants out, and becomes a seller. for the remaining 99.9999999999% of the time as an owner/driver plate values have NO RELEVANCE at all because he is a plate user. (Don't sidetrack into plate rental here, different issue)
