The people who know Efff all about football are the TV pundits. Even the ones that have played the game. Referees, unfortunatly at the higher levels, are "told" what they must do in certain circumstances. Even at senior County level where I refereed we were given instructions from FIFA at the start of the season informing us of some of the things that we were required to give red and yellow cards for.
If you didn't comply with the instructions you would soon find yourself off of the league list.

Who would have thought that of FIFA at non-league / non-professional level.
The people who run football, FIFA, UEFA, The FA, and the County FA's are constantly assessing everyone in the game. Even at Junior level the referees are being marked out of 10 by both competing teams. These marks are totalled up and averaged at the end of the season and if your marks are not up to scratch you can de removed from "the list". For referees who want to climb the "Ladder" and get to the top, you also get regular visits from County officials to assess your performance. If you are going for promotion to senior county referee you may get up to 5 of these assesments in a season. If you get to a higher level you are assessed more often and you are required to pass a fitness test. (That is why I stopped at senior county referee.) Refereeing is taken very seriously by the gestapo. If you had to caution a player at under 11s, it was the same process of form filling as it is for an international player.
Incidently, when I was refereeing one of the top refs in our county was Peter Jones who was a regular referee at international matches. He used to turn out on a Sunday morning and referee some of the junior league games.
