Health and wellbeing

This impact assessment has been undertaken using the screening questions identified in the Department for Health
document “Health impact assessment of government policy”.

Will the proposal have a direct impact on health, mental health and wellbeing?

Our proposals will improve mobility for disabled and elderly people, as well as promoting social inclusion, independence and participation. We propose driver training which would specifically cover working with disabled
people and persons with reduced mobility. Many disabled passengers complain of a significant degree of danger,
discomfort and loss of dignity when travelling by taxi or private hire vehicle. Our proposals on driver training would
increase awareness of how disabled passengers prefer to travel, the proper restraint of wheelchairs and how to use
specialist equipment.

Standardised conditions of licencse for private hire drivers would lead to a consistent approach to medical
requirements across England and Wales. These standards would be based on consultation not only with the
industry but also with relevant specialists, ensuring an appropriate and proportionate response was taken to
medical conditions, and potentially allowing a greater number of people will health problems to undertake this kind
of work.

Will the policy have an impact on social, economic and environmental living conditions that would indirectly affect
health?

Our proposals will improve employment prospects in those areas which currently restrict the number of taxi licences
available. Whilst there is the possibility that they will increase emissions, it is hoped that market forces will limit the
potential for expansion. In doing so it will limit wastage and people leaving the market and becoming unemployed.

Will the proposal affect an individual’s ability to improve their own health and wellbeing?

Our proposals will allow people, in particular disabled and elderly passengers, to travel more freely. This could allow
them to improve their own health and wellbeing, for example by allowing them to shop in a wider range of locations
or to access previously unreachable services.

Will there be any change in demand for or access to health and social care services?

The opening-up of the private hire market and removal of restrictions on taxi numbers in those areas which currently
restrict taxi licences will promote greater access to health and social care services. There will be no direct change in
demand for these services.

Will the proposal have an impact on global health?

No.

It appears that when performing a health impact assessment the LC failed to assess the impact on health of the people that will be working within the trade, they also appear to be keen to allow people that already have health problems to join the trade?

I personally don't think it's is a particularly healthy job with many problems arising from long term 'employment' within the trade. I'm just curious if anybody else feels that our health is as important as the public health because clearly the LC don't

Uncover any known links between the proposed policy and health

The Health Impact Assessment Gateway offers on-line access to a wide range of HIAs. Some are national, or international, others about regional or local policies, plans, programmes and projects. They provide easy access to the health impact assessment literature and show how others have worked to maximise positive and minimise negative health impacts in key areas such as transport, environment, crime, housing and employment.

There may also be research, assessments and evaluations undertaken inside Government, by interested parties and pressure groups, by academic researchers and by international agencies such as the World Health Organisation and by other Governments.

Finally, all the possible health impacts identified, both the positive and negative, should be recorded.

Table 2 in Appendix A provides a framework for recording the health impacts.



Amongst the many and varied medical conditions cited as being directly attributable to, or intensified by, liberalisation, are strokes, hypertension, high cholesterol and heart problems, stress, anxiety and panic attacks, depression, asthma, colitis, back problems, and fatigue.

Whilst this by no means purports to be an exhaustive list of ailments, it is, however, a representative sample of the nature, range and severity of the conditions which are claimed to have been suffered by a large number of individuals who made submissions to the Panel.


I think they better redo this health assessment

I doubt they even care tbh, be sure to mention Mr Bird won't you CC, it wasn't cabbing alone that set him off, but it sure played a major role, and I'm sure you will have added no money and bills to pay = an unstable condition in the mind.

I think the health impacts of working in such a polluted environment speaks for itself and not forgetting the sedatory life style, heart attacks, early death and respiratory illness to name but a few effects on physical health. Now mental health is another thing entirely and encompasses all nature of illness
