The plan is to reverse the burden of proof though so in the event of enforcement action the onus would be on unlicensed driver to prove that the vehicle was being used only for social, domestic or pleasure purposes and not for LEOs to prove that the vehicle was being used for hire and reward.

I can see that this could cause problems for innocent unlicensed drivers in the event of them being unable to provide proof. Presumably enforcement action would only be possible in the first place if there were passengers on board who would simply have to confirm that they were friends of the driver and weren't paying.

If it was a car sharing exercise and the passengers were contributing to fuel costs would this be classed as hire and reward any more than if it was in an unlicensed vehicle?

The LEOs in Cannock Chase simply don't do such grey areas; they have an incredibly absolutist mindset in my experience and tend to take enforcement action on the basis of opportunity not necessity.

I can also envisage unlicensed drivers succcumbing to temptation if someone tries to hire them, especially if the passenger is going the same way or if it is a nice juicy fare. Potentially this proposal could be adverse to the public interest if a little unfair on honest unlicensed drivers.
