The LEOs in Cannock Chase simply don't do such grey areas; they have an incredibly absolutist mindset in my experience and tend to take enforcement action on the basis of opportunity not necessity.

I can also envisage unlicensed drivers succcumbing to temptation if someone tries to hire them, especially if the passenger is going the same way or if it is a nice juicy fare. Potentially this proposal could be adverse to the public interest if a little unfair on honest unlicensed drivers.

The abuse goes on now and with enforcement set to get even worse with the new Act, it's a charter for unlicensed drivers taking full advantage.

Remember in little villages and towns where most people know each others business, it's unlikely to be a problem, but in large cities and conurbations, this will be 'manna from heaven' to the thousands that will be only too keen to take advantage.

badged drivers could have a chip planted in the groin which is detected by the "chip gizmo" supplied by the LA and fits under the drivers seat, which controls the vehicles ignition, when the chip is more that 6" from the box the ignition cuts out, a signal alerts the LO and (via GPS) shows the LO where the car is, so no unbadged driver could use it, the Mk2 box has a built-in tazer and shoots 50,000 volts from the box straight into the gonads of any driver with no chip implant (lady drivers get frazzled lady lawns)who tries to start the vehicle.
