Taxi driver gets parking ticket after 15 second stop in Gloucester

TAXI driver Jeff Payne has been left fuming after getting a parking ticket for stopping for 15 seconds.

He was dropping an elderly customer off in Clarence Street, Gloucester, when he said a parking warden appeared and slapped him with a ticket.

“I didn’t even leave the driver’s seat,” said Jeff, 45, from Tuffley.

“I was there 15 seconds maximum, I can’t believe it. I tried to reason with them but they wouldn’t have any of it.

“I’m really, really annoyed with the whole situation but what gets me most is the lack of common sense.

“Why couldn’t the warden have just told me to move on? They came out of nowhere and it was a ticket straight away, no reasoning.”

Mr Payne admits it was a ‘no stopping’ zone but said he didn’t realise until afterwards because the warning sign was so small.

“The warden told me I have to be observing every single sign on the road. I asked her if she does that when she’s driving,” he said.

“It’s impossible.

“I just want some common sense.

“I’m a taxi driver and that’s where my customer wanted dropping off, I can’t just ignore them and carry on – that’s kidnapping.”

It happened on August 15 and his ticket says he was observed for a period from 2.32pm until 2.32pm – less than a minute.

He appealed the ticket with Gloucester City Council but that was thrown out, leaving him the option of coughing up the £35 fine or taking it to the next stage of appeal, in front of an independent adjudicator.

A Gloucester City Council spokeswoman said Mr Payne was parked illegally and was therefore duly issued a ticket.

She said: “Mr Payne has parked illegally, has been given a ticket and we have advised him on the procedure to challenge the penaly charge notice through an independent adjudicator.”

Would the driver have stopped and dropped the passenger on a zebra crossing because that was what they wanted? What about on zig-zags?

The above is bollox, they've got to observe the vehicle for 3 minutes before they issue a ticket then it takes another 2 minutes for the ticket to print out, if the driver drives off while the ticket is printing he's got away with it because it's got to be attached to the vehicle.

We've heard it all before where the driver was only stopped for a few seconds, more like he was taking the piss and was doing his shopping.

we have a social club in the town with a zebra crossing right by the door punters always insist on the driver stopping on the zigzags I refuse but many do. I have even had punters cancel a booking because I refused to pull up to the door to load instead of loading just before the zigzags

But getting back to this driver is there more to this than in the article has there been some rows between wardens and cabbies/PH and this was a warden taking revenge ?
