 Post subject: Aldershot Badges.

I have been told that Aldershot are circumventing derestriction of vehicle licences by restricting the issue of driver's licences. I find this hard to believe and can't assimilate the legal process for this to occur.

Does anyone know anything about this or can any light be shed on this idea, please?

They cannot limit the number of driver licences.
They can make it harder to obtain one e.g. knowledge tests etc but cannot refuse to issue on the grounds there are too many already.

They can't legally limit driver numbers.

Further to this old thread, I have been advised that Aldershot have been challenged on a duty of care towards drivers, possibly in terms of not inhibiting their ability to work by virtue of issuing further drivers licences.

I'm struggling myself to see how this works and fear that our local association may be about to drop a bo££ock.

Does anyone have any inkling of what this may be about or where I can research a bit more?

There are umpteen laws prohibiting restricting driver's licenses.

Up the entry criteria standards yes, blanket ban no.

I've sorted that, CC and the individual concerned is out of the loop!!! I apologise again for any embarrassment. However, what is it that Aldershot are pleading? Is there anything about this case in order that I can understand what they are on about?

Driver's licence


You will need a hackney carriage (taxi) or private hire (minicab) driver's licence before you can operate as a driver in Rushmoor.


How to apply for a licence

Contact a member of the licensing team using the contact details on this page to book an appointment to apply for your licence. You will need to bring the following with you when you attend your appointment:
◾Original birth certificate or valid passport
◾A statement of good conduct from any country other than the UK that you have lived in for a period of more than six months since the age of ten
◾Up-to-date, original and valid driving licence, including your UK counterpart
◾A utility bill or bank statement dated within the last three months
◾A pdf icon Taxi driver medical application form [221kb] completed by your GP
◾The relevant Criminal Records Bureau (CRB) fee. Details of our fees are available on our Taxi licence fees page. Please note that you will need to pay the application fee when we grant your licence
◾Proof of your National Insurance number, like a payslip or HM Revenue and Customs letter
◾The relevant DVLA data subject enquiry fee. Details of our fees are available on our Taxi licence fees page. Please note that you will need to pay the application fee when we grant your licence
◾Proof that you have passed the initial assessment (you can do this at many of the further education colleges in the area)
◾Proof that you have passed a driving standards and proficiency assessment for driving a taxi and/or private hire vehicle and for loading wheelchairs (where relevant). This must be dated within six months of your appointment with us
◾Evidence of your immigration and asylum status, and proof of your right to work in the UK (if not an EU national)

You will need to:
◾Be at least 18 years old
◾Meet the DVLA Group 2 medical standards
◾Take a knowledge test based on the Highway Code and local familiarity with locations in and around Rushmoor. You can take a sample knowledge test online. Please note, the application fee includes one test taken at your initial appointment - you will have to pay an additional fee if you take more attempts. We will normally allow you a maximum of three attempts at these tests
◾Go through a Criminal Records Bureau check (this generally takes a minimum of four weeks)
◾Provide a public liability insurance certificate (showing cover to at least £5 million) once all other requirements are met

You should allow at least 28 days for us to process your application from the initial appointment. However, as we rely on third parties and you passing the knowledge test, it may take significantly longer.

How to renew your licence

Your licence normally lasts for three years. We will try to contact you before your renewal date, but it is your responsibility to make sure you apply to renew your licence before your current licence expires.

Thanks for your help fellas and thanks for the info, CC.

I have found out that it was one of our local drivers who tried to get a badge about 10 years ago. He couldn't, for some reason, get one in Aldershot and so kept his local badge and commuted every day. I don't know where duty of care to other drivers income came from but I think some people have taken that as being current policy!!!

I was under the impression it may have been a court case or similar! Thanks for all your helps peeps and sorry about the lack of information I was able to give previously.
