A former neighbour wwanted to run a regular horse-drawn sightseeing tour round the town. He was told it would have to be licenced under the Town Police Cluases Act! Needless to say he didn't bother as it was too much trouble.

I'd suggest that if someon wanted to run any form of horse-drawn carriage they'd have some sort of brakes fitted. There's no requirement to retro-fit disc brakes to a historic carriage. I know someone in epsom who provides horse-drawn buses and they have the original brakes.
