I've read there's a lot of that going on too.

You really can't legislate for those intent on breaking the law. Part of it again is the "cheapest available" culture, not caring whether a vehicle is insured/licenced/tested on behalf of the customer.

VOSA do not usually check insurance on a spot-check or roadside stop unless the vehicle is flagged on their system.
