In the Borders the council employs and pays the escorts, they are also fully vetted like the drivers.
If an escort calls in sick or cannot go that day, they must inform the cab company, and the cab company must contact the council for a relief approved escort.

the only problem i can see with that is the car might have to drive a distance to collect an escort, and carry them back, and that twice a day at that, in my case my escort would be the missus

Just waiting for more contracts I applied for, the annual ones, to come back and see what's what, but some of them do it for silly money, I don't do that, I put in a strong bid, I'm no Running about for F all, I got a taxi back from the pub last week and the driver was telling me that he had a contract wast session but it was only £30 a day, but when he got it he didn't know that he had to pay the escort, so when he found out that he had to put diesel in, escort money his profit was minimal, he has only been driving since 2010, some of them have no idea

That's not even pound a mile, that's so painful. Are you sure that's what they paying?

Nothing like scaring the competition into thinking your working your cooperate / account work for 30 pence a mile.

Having been a base car and a non-base car on school runs and having spoken to quite a few drivers and owner drivers I love the cobblers some are fed, and that which some swallow...

Like...

"I started out with 4 and now got 7 (kids) but the base says theres no increase in the rate"

That may be true sometimes but not in my experience

""The council told the boss if we bid £10 a day lower we would win the contract so im on £10/day less than before"

"If we dont do the run we dont get paid"

(same CC as my contract, who pay if you dont get 24 hours notice of not going)

"The base only gets what I get - have I seen the contract?...er...no"

"I get paid a month after I invoice the base, I get a cheque"

so thats up to 70 days credit then, by the time it clears?.........."er...."
