This is a case I keep quoting on here regarding the apparent unfair competition between voluntary and community transport groups and "legitimate" licenced operators.

It's a lengthy document primarily about the provision of patient transfer services between the private and public sector; it seems to clarify the UK term "hire and reward" to include the term "economic activity" regardless of the status of the operator. In our context, transpose "patient transfer" "public sector" "private sector" and "voluntary or not for profit sector" and it defines that there is a clear breach of EU competition rules.
