2.(6) A vehicle is to be treated as a ìregulated vehicleî for the purposes of this Act if it is an opt-in vehicle in respect of which a taxi licence or a private hire vehicle licence granted under section 16 in force.

I wonder how many 16-seaters would be needed to a) block the ranks, and b) kill the trade?

And how environmentally friendly is a 16-seater taxi pulling off with one punter? #-o

I would prefer our 16 seater to be licensed as a private hire vehicle rather than a passenger carrying vehicle. There is no way that we would use it to carry just one punter. We would use it to cary groups of 9 or more. Usually it is cheaper to use a six seat and a four seat taxi for jobs with 10 passengers.

How many PH drivers have the D1 without the 101 - not for hire or reward on their Drivers licence and the CPC that's needed as well?.

I think PCV's should stay PCV and never umder a Hack or PH plate ...you can use them as PH in any case as they are booked in the same way, that said I think the CPC bit is a fechin waste of time and money as you proved you were fit to drive a Minibus for reward when you passed your D1 test. #-o

I did ask the question on another thread regarding what license the driver would need. It may be that a D1 would no longer be required and a Private Hire drivers badge would be acceptable if the vehicle is going to be licensed as a PH. If a 16 passenger vehicle is used on a restricted PCV license then it can't be booked in the same way as a private hire vehicle. This is probably one reason why the change is being proposed. Currently all seats have to be offered for passengers at separate fares and all seats must be available. You can't just book a party of 12 in the vehicle without the remaining seats being offered to the general public.

I ran a Minibus for a few years under a restricted Licence (Orange Disc) and it was pre-booked in the same way as my PH Vehicles were.

The Only stipulation to running up to 2 Minibuses on a Restricted Licence was that they were not your main source of Income and run as a sideline to your main business..In my case PH. I had to pass a D1 PCV test, Licence the Minibus with VOSA and the Traffic Commissioners and have a COIF for the Minibus.

Bookings were taken no differently to my PH bookings though I did trade under a Different trading name to my PH business but only so as i could become voluntarily VAT registered for the Minibus business not for the PH side of things. This meant I was VAT registered but did not have to charge VAT on the Hire costs but still could reclaim VAT back on fuel.

You may not have been strictly complying with the terms of your restricted PCV. There were some high profile cases around 3 or 4 years ago regarding the correct way to "book" a vehicle on a restricted PCV. These people were prosecuted for doing exactly what you say you were doing.

The Traffic Commissioners new exactly why I wanted the Licence and that's why they Issued it, It was never hidden from them that PH was my main line of work and a Minibus the secondary business, I guess the 2 or three others around here that still run a a Minibus or Two as part of their service are still doing it on an Orange Disc..

We have 8 seaters round here pulling off with 1 passenger in.


Based on Passengers per seats, and on single occupancy then a 4 seater is 400% more efficient than a 16 seater, 200% more efficient than an 8 seater, 1200% more efficient than a 48 seat bus. and 75% more efficient than a 6 seat seater.

Yet still we are looked down on as the poor inefficient and least environmentally friendly form of public Transportation..why is that??

There is no single answer to that, it would all depend on Vehicle economy, weight, driving style and several other factors, but over all I'd hazard a guess that a 4 average seater would be at the very least twice as efficient for a single passenger than your average minibus would ever be. The only Time the larger vehicle becomes more efficient is when the numbers of passengers on board create a Passenger/Efficiency ratio which turns the larger vehicle into the better option..I'd reckon that would be 5 people for a 6/8 seater and 8+ for a single minibus.

But as there are so many variables at play then no single number of passengers will hold good for all examples.

But...1 punter in a four Seater will almost always be cheaper to transport efficiently than 1 in a 16 seater unless your driving something like a Bugatti Veyron. #-o
