I would think that there would be a string of CCTV cameras around to show if he was there.

They won't do anything, they play the race card. This is not the first time it's happened. A few months ago he injured a passenger by going over the speed humps at wharp speed. Add to the list of carrying unknown children around in the front seat while having fare paying passengers on board.

The Council refuse to do anything to him.

If he's charging more than the meter then that's a breach of his licence straight away and I fail to see what race has to do with it. He should also be reported to the old bill for careless driving re the injury to the toddler
