We had discussion at Shepway last year about vehicle age. I proposed no age limit, but "condition of vehicle" as per best practice guidelines. That was not carried. Next meeting, the barons proposed a slight variation on the theme; that too was not carried. The third time someone tried to propose an variation the LO said enough, you've had 2 chances and refused to finance a third vote on the matter.

Instead he uses the "condition of vehicle" policy as per the 1982 Nottingham case. The council can't argue with that as it's case law.
