Is a fixed £4 fare in hacks illegal when some may have paid LESS on the meter, which isnt used...

well i assume a £4 fare if its LOWER than the meter fare is OK, punters should know if the meter fare would be less, and only by using the meter would they know

If within the district it's illegal.
