That's most likely because they are all up to self enrichening little scams and are turning a blind to the bleeding obvious

I think i shall use this taxi company and build up a long fare and then walk off without paying.
If i get taken to court for non payment i shall declare "I forgot your worships"

A. Yes

There doesn't seem to be anything too technical about this to me.
